      This is a major mis-step to be sure, but there will be no recall. More likely, Apple will give out free bumpers to people. Those who are truly dissatisfied have the option to return the phone within 30 days of purchase. From all I've read and seen, even that's not happening. Moreover, the iPhone4 remains in short supply and people are gobbling them up as soon as they're available.

      There will be a hardware fix to move the offending area "out of hands, not harms" way (likely to move the opening that people's fingers are touching to the bottom of the phone). Whether that happens before the iPhone5 or before a (hopefully) Verizon iPhone launch is yet unclear."
